TOPIC:
"SDR Technology Developments and Potential Hostile Surveillance
Applications..."

PRESENTER:
Paul D Turner, TSS TSI
AFFILIATION:
Professional Development TSCM Group Inc.
DESCRIPTION:
This presentation will explore the potential for open-source and
restricted Software Defined Radio (SDR) technology to be utilized as
sophisticated Technical Surveillance Devices (TSD). The adaptability and
sophistication of a wide variety of currently available SDR hardware
options and open-source Software Development Kits (SDK) have
significantly elevated the threat level. Such technology might be
utilized as a sophisticated, adaptive smart technology, capable of
passive and even active countermeasures against detection during
Technical Surveillance Countermeasures (TSCM) deployment.

DESCRIPTION:
Spectrum and RF Analysis and Broadband Receivers -
Participating in our competitive “Bug-off” is an excellent way to extend
your networking opportunity and perhaps gain valuable in-sight from
other like-minded professional TSCM practitioners and enjoy a mildly
entertaining and practical component of the conference. Our TSCM
“Bug-off” provides a level of light-hearted competitive sprit and the
opportunity to evaluate a professional level TSCM equipment resources
supplied by various exhibitors. The “Bug-off” is open to all conference
participants for a chance to win prizes and personal recognition, to be
awarded during the Dinner and Awards night. Participants will be
provided with an assignment form to be completed and submitted to the
conference committee for evaluation. The individual that has identified
the most technical threats within specific categories will be deemed the
1st prize winner, and so with the 2nd and 3rd prizes. TSCM operators may
utilize whatever equipment they normally use on the job, or have the
opportunity to utilize equipment resources provided by the TSB. Prizes,
Awards, Peer Recognition, and Bragging Rights are just a few of the
benefits for the participants of our TSCM competitive “Bug-off”. The
Office of Evil Intent aka Paul D Turner, TSS TSI has spend the previous
year sourcing a number of challenging Technical Surveillance Devices
(TSD) for this year's event.

TOPIC:
"Detection Range of Interest (ROI) Capability Vs Operational Threat Level..."

PRESENTER:
Paul D Turner, TSS TSI
AFFILIATION:
Professional Development TSCM Group Inc.
DESCRIPTION:
With the recent emergence of a wide variety of consumer and commercial;
technologically sophisticated devices appearing on the open market; with many
operating within the unlicensed ISM band, upward of 60 GHz, it is even more important than ever before;
that technical operators assess and fully integrate sound threat level
management when determining the upper and lower frequency range limits
associated with a technical security inspection. RF spectrum analysis
has taken on a renewed importance with the development of complex and
difficult to detect modulation schemes operating both, lower and lower
and higher and higher within the electro-magnetic spectrum. This is a
deadly combination when technical operators fail to fully appreciate the
complexity and necessity of conducting the RF spectrum analysis phase of
a professional TSCM inspection. Learn about these recent developments
and the dangers of conducting a limited range spectral analysis when the
operational threat level is not properly identified or accurately determined.
1415 - 1515

Lecture Hall
TOPIC:
"The Threat of Ultra Wide Band Technology..."

PRESENTER:
William Pretty
AFFILIATION:
William Pretty Security Inc.
DESCRIPTION:
A brief history of the development of Ultra Wide Band Technology will be
presented and the various types of Ultra-Wideband (UWB) transmissions
and modulation techniques will be discussed. Commercial products
currently available will be also be introduced. Possible solutions to
the potential threats associated with will this technology also be
introduced. Ultra wideband transmission systems have existed in the
field of military communications since mid 1960, however, they have only
recently been declassified for commercial use. Most probably this shift
is in part due to the growing problem of crowding in the conventional RF
spectrum bands. The availability of these products and their misuse is
an on-going problem that technical operators need to be aware of at all
operational threat levels.
1530 - 1700

Lecture Hall
TOPIC:
"What is that You Found..."
PRESENTER:
John Price, CPP CRM
AFFILIATION:
Price-Langevin & Associates Inc.
DESCRIPTION:
This lecture is based on both open source and industry information of
actual "finds". This presentation will discuss not only, the type of
device, but how and where it was installed, the installation technique
and perhaps most importantly; how it was detected by the technical
operator; as well as how long it was in use prior to detection. The
presentation will also discus and open the floor to discussion of
installation techniques and thought processes utilized in these finds to
determine if there are similarities in the installation concept. Perhaps
this discussion will promote an enlightening look at how a device might
be installed in a real work application.

This presentation provides insights into the practical aspects of the
communications signal environment from a technical security perspective.
It draws on selected topics from fields such as communications theory
and systems, radio propagation, and signal processing. The implications
of current technology trends are also discussed. Problems to be
considered include the detection of Signals of Interest (SOI) and
discrimination against extraneous signals such as those produced by
receiver non-linear characteristics and power electronics systems.

Professional Development TSCM Group Inc.
DESCRIPTION:
Participants will be introduced to the conceptual design and unique
operational deployment concepts; features and functionality of the
Kestrel TSCM TM Professional Software - Signal Intelligence
Support System (SISS). The recent advancements in the development of
small form factor, extremely low cost and highly sophisticated Software
Defined Radio (SDR) hardware has made it possible for the Technical
Security Branch (TSB) of Professional Development TSCM Group Inc., to
develop an advanced professional level; work-flow based; operator
centric; TSCM specific software application that significantly extends
the operational capability of any supported search receiver or spectrum
analyzer with SDR connectivity. The strength of our software
architecture; and visionary design model has resulted in a very powerful
and effective weapon against illegal interception involving near-field
RF based Technical Surveillance Devices (TSD) and far-field signal
monitoring, capture and analysis within the capability and limitations
of the specific search receiver or spectrum analyzer utilized.
