"The Kestrel Defined
Monitor (KDM)"
The following briefing includes an operational overview of the actual
results of a field long term deployment of the Kestrel TSCM
TM Professional Software; Signal Intelligence Support
System (SISS).
Our operational deployment collection
platform was temporarily installed at a remote client facility within
the Province of Ontario Canada in anticipation of the client’s pending
extended spectrum surveillance and monitoring requirements.
The Kestrel TSCM TM
Professional Software was remotely programmed and the system activated
from Banff Alberta on Saturday December 22, 2012 at the request of the
client.
Active remote system programming included a
spectrum bandwidth allocation from 100 kHz to 6 GHz at a Resolution
Bandwidth (RBW) of 26 kHz.
The system was set to operate in a
Continuous Collection Mode (CCM) for a defined runtime period of
thirty-one (31) collection days, the equivalent of 744 runtime hours.
The Kestrel TSCM TM
Professional Software system successfully completed the mission
deployment parameters on Wednesday January 23, 2013.
During the 31 days of operational
deployment, our Technical Security Specialist’s (TSS) routinely
established remote connections from Banff Alberta, Brooks Alberta,
Calgary Alberta, Sudbury Ontario, Sarnia Ontario, Toronto Ontario,
Ottawa Ontario and Burlington Ontario during extensive business related
travel across the country during this period.
Remote “on-demand” connectivity was
accomplished utilizing a secure high-speed 4G LTE network connection and
a standard travel Laptop computer to facilitate periodic analysis
requirements.
Remote connectivity was accomplished
“on-demand” utilizing our Remote Desktop Software (RDS) capability,
which includes, full encryption based on 1024 Bit RSA private / public
key exchange and AES (256 Bit) session encoding from end to end.
The key exchange provides full remote
client-to-client data stream protection and ensures that routing servers
will not be able to read the encrypted data, providing a completely
acceptable level of security by today’s standards.
Our Technical Security Specialist’s (TSS)
conducted periodic and real-time spectrum monitoring and active signal
review and analysis at the request of the client during critical
meetings and negotiations taking place on-site.
A review of the automatically saved
historical spectrum data was also completed periodically during
deployment to look for evidence of burst emitters and other periodic
signal events.
Multiple technical operators were able to
periodically check the host computer system status, health and
readiness, as well as conduct spectrum analysis related tasks.
Our Remote Desktop Software (RDS) allows
the host computer to be rebooted should the need arise and the RDS
connection can be re-established, providing an unprecedented level of
fail-safe operability during mission critical monitoring events.
The technical operator was able to generate
regular runtime reports utilizing our Session Report Generator (SRG) to
create, store and forward reports directly to the client.
Our Remote Desktop Software (RDS) not only
allows the technical operator to connect, provide system programming and
“on-demand” review of captured spectrum data at the remote deployment
location, but also allows direct signal analysis and supports the
real-time demodulation of any active Signals of Interest (SOI) providing
live streaming of the demodulated audio.
Our Technical Research and Standards Group
(TRSG) and Technical Security Branch (TSB) have implemented a growing
number of remote spectrum monitoring installations for clients across
Canada utilizing the Kestrel TSCM TM Professional Software and the
KestrelPod Ultra Wide Band Surveillance Antenna (UWB-SA).
The KestrelPod TM
Ultra Wideband Surveillance Antenna (UWB-SA) is a 100 kHz to 12 GHz
near-field sensor array, specifically developed by our TRSG for use at
the facility level for remote semi-permanent and permanent installations
the require continuous TSCM spectrum surveillance and monitoring to be
accomplished.

"Frequency Database
(FDB) - January 2013 Update Now Available…"
The latest release of the Frequency Database (FDB) files for the Kestrel
TSCM Professional Software are now available for download from the
Technical Support Group (TSG) Resource Centre website (password
protected).
Individual, grouped and / or combined
ASID-FDB files and updates are always available “free of charge” for
licensed Kestrel TSCM Professional Software operators.
The ASID-FDB significantly enhances the
operator centric work-flow approach pioneered by the Kestrel TSCM
Professional Software.
The ASID-FDB is a “standard” included
software module that is fully integrated into the Kestrel TSCM
Professional Software and as such, provides significant capability for
professional technical operators who are able to download specific
geographical area files, or even all of the FDB working files and
database updates.
The January 2013 ASID-FDB update includes
the entire FCC (16,659,413 records) and the entire (non-protected) IC
licensing data for all of Canada, providing full operational coverage
for the entire North American continent from coast to coast.
Additional international and specialty
frequency databases are under currently development and will be included
with future software releases.
Release control (v1.25-RC19) must be
installed to utilize the Advanced Signal Intelligence Database (ASID),
Operator Signal List (OSL) and Frequency Database (FDB) display overlay
and query capability.
The ASID-FDB is a sophisticated query based
search tool permitting both geographical reference and expected Free
Space Power (FSP) searches across the entire search receiver or analyzer
Range of Interest (ROI), including multiple spectrum windows or
frequency bands in real-time during active deployment.
Licensing data is dynamically displayed as
a graphical spectrum overlay on the GUI and includes the ability to
render individual licensing details at the frequency level in a separate
dialog window.
To better understand the FDB module, we
suggest downloading and reviewing the
Kestrel Ice application note.
Displayed data includes the distance to the
station, the bearing to / from the station as well as the expected Free
Space Power (FSP) level in (dBm) and other useful TSCM specific
information.
When operationally combined with our
Differential Signal Analysis (DSA) capability, technical operators can
directly compare the distance, bearing and Free Space Power (FSP) from
any number of remote antenna locations and plot the results on a static
map image.
Individual ASID-FDB records can be directly
displayed on a “street level” or “satellite view” mapping program and a
static reference map can be generated for excellent situational
awareness and to facilitate advanced reporting requirements.
