TSS Designate Certification Training | Now
Posted for 2017!
We have now posted the 2017 training
dates for all of our currently available
certification and standard training programs,
conducted at our Resident Training
Centre (RTC) in Cornwall Ontario, and at
our new Research and Development
Training Centre (RDTC) in Red Deer
Alberta.
Please note that additional custom closed door
training is scheduled for
law-enforcement, government and military
entities, both at our resident and
non-resident facilities and client
conducted on-site training outside of
our commercial programs. For information

The commissioning of our Research and
Development Training Centre (RDTC) in
Alberta Canada, brings new and accelerated
research, innovation, and

Our TSS program has received a

additional days dedicated to Kestrel

3-Day | Kestrel TSCM ®
Professional Software | Technical
Operator Certification | This is perhaps
the most essential training for anyone
currently utilizing the Kestrel
® software, or might be anticipating procurement in
the future. This program instructs
participants the new technical threat model,
leaving the competition in the, "that's
so 1970's" mind-set, that many operators
still embrace, believing they only
require a flashlight and ladder to
conduct their inspections. Software defined Radio
(SDR) technology has radically disrupted
the old, out-date and obsolete threat
model, essentially left over from the
cold-war era. The Kestrel TSCM ®
Professional Software has proven to be
an industry disruptive technology, with
a fresh approach that focuses on a
modernized threat model and the reality
of Probability of Detection (POD) by

to Technical Surveillance

Our dedicated classrooms permit
training to be maximized, efficiently
compressing the amount of time required

extends training from 0830 to 2130 with
classes in the morning, afternoon and

participants are on site, compressing
the required training time to just 14-days,
rather than 21-days, or 5-days rather
than 7-days, or 3-days, rather than

Module
Power Line Carrier (PLC) and
Broadband Over Power Line (BPL)
technology can provide significant
challenges for the technical operator,

The Kestrel ® Power Line
Analysis (PLA) module provides the
operator with the ability to deploy a
powerful analytical tool periodically
during technical inspections, and as a

Kestrel ® Power Line Analysis
(PLA) module offers two (2) separate
operational modes the permit enhanced
capability, well beyond fixed VLF
filters.
Our Line Differential Mode (LDM) and
Common Group Mode (CGM) offer
significant advantages during analysis.
The LDM setting essentially monitors the
Line (L) and Neutral (N) offering
excellent detection and identification
of most VLF and PLC devices present on
the power grid under test.
The CGM setting places the monitoring
functionality across the Line (L),
Neutral (N), and Ground (G) essentially
turning the sensor into a Power Line
Grid Antenna (PGA), maximizing the
overall sensitivity, and ability to

Kestrel ® Power Line Analysis (PLA)
Adapter | Now Available!
There has been a significant resurgence
of Power Line Carrier (PLC) devices as
well as a relatively new threat in the
way of Broadband Over Power Line (BPL)
technology.
Analysis of the power grid is often an
overlooked element of many technical
inspections due to only limited
resources being available, some of which
have now been discontinued, and not
longer available, for the isolation of
potentially dangerous high voltage
elements of the power grid, while
allowing signal content to safely pass
to the spectrum analyzer or oscilloscope
for analysis by the technical operator.
The necessity of passing the desired
spectrum, while blocking high voltage
components, is always a high-risk
activity, even for experienced technical
operators, and technical operators are
strongly encouraged seek the appropriate
level of of operational field level
training.
Unfortunately, power line analysis is an
absolutely necessary requirement at all
modern threat levels and it is strongly
recommended that the target area power
grid be continuously monitored as part
of a formal Remote Spectrum Surveillance
and Monitoring (RSSM) deployment.
The Technical Research and Standards
Group (TRSG) have now completed testing
on a new product for use with the
Kestrel TSCM ® Professional
Software, permitting a never before
realized analysis and characterization
of the target area power grid, with the
objective of detecting PLC and BPL
signal events that may be hostile in
nature.

Due to a growing demand for new
real-world countermeasures technology
that must by design, adapt to the modern
threat environment, PDTG Inc., is
pleased to announce the first add-on
hardware module to bring Kestrel TSCM
®| Power Line Analytics (PLA)
TM to the Technical Security
(TSEC) market.
Utilizing operator defined Spectrum
Profile Files (SPF) and a suitable
hardware based adapter, the technical
operator now has the ability to conduct
detailed analytics of the target area
power grid, safely, quickly, and easily
for AC voltages up to 250 volts, from 10
kHz to 30 MHz, with a balanced 50 Ohm
output, and dual operational modes.
Other power line analysis modules are
also available to address higher
operating voltages and enhanced
frequency ranges.
Only minimal familiarization training is
required by the technical operator to
fully realize the benefits of completing
a detailed inspection of the local
target area power grid.
Power Line Analysis is fully supported
in the Kestrel TSCM ®
Professional Software and can be
deployed as a sensor based collection
and analysis tool adding a new dimension
to the collection strategy.
The ability to deploy a dedicated Remote

essential tasks associated with a
professional level Technical security
(TSEC) inspection.

operator. Participants were given the
first look at the new video demodulation
feature scheduled for release in v1.34xx
and an overview of the pending digital
demodulation package.
Participants are challenged during the
training with real-world analysis of
ambient RF signal events as well as more
exotic difficult to capture and
difficult to identify signal events. Our
training focuses on real-world
analytical principles, while teaching
participants the skills required to
identify and analyze signals that are
rarely observed within the spectrum,
much like an anti-virus software.

We are pleased to announce that the
industry leading Kestrel TSCM
® Professional Software will
soon have yet another new and exciting
capability.
Our Video Demodulation Mode (VDM),
currently in the final stages of
development and field testing, will be
initially available as a Beta drop file
shortly, and later included as part of
the next scheduled 1.34xx full installer
release.
This and other previously announced work
is part of our on-going digital
demodulation capability, which will also
be introduced under the 1.34xx Release
Control banner.
The initial underlying code development
is now in place and additional
refinement work on the existing
Oscilloscope Display (OSD) is now in
place, within the Demodulation
Visualizer control group.
Our recent development work included the
ability to | RECORD | and | PLAYBACK |
IQ files and the new development of
advanced | TRIGGERING | and | GAIN |
control for the Oscilloscope Display
(OSD), as well as the addition of a new
| DELTA "T" | control.

The ability within a modern sweep
environment, to demodulate analog video
is becoming less relevant, however, many
technical operators with limited signal
analysis experience have requested this
capability.
As many video transmitters are now
utilizing complex digital modulation
modes, such as FHSS, OFDM, COFDM, etc.,
some with encryption, the ability to
demodulate video at the image level is
significantly more difficult or not
possible at all.
Therefore, the technical operator must
learn to identify possible digital video
signals at the analysis level rather
than the image level.

Espionage Research Institute (ERII) | Update
Professional Development TSCM Group
Inc., is pleased to confirm the
successful conclusion of the Espionage
Research Institute (ERII) annual
Counter-Espionage conference for another
year.
Andrzej and I are very pleased to be an
active part of the ERII conference event
as long term members of the
organization.
On this, the final day of the
conference, a thoughtful and emotional
address was delivered by JD LeaSure, and
a moment of silence and was held in
remembrance of the victims of the
terrorist attacks that killed 2,977
people and injured more than 6,000
others, not including the 19 terrorists
responsible for the attacks.
These deaths included 265 on the four
hi-jacked aircraft, 2,606 in the World
Trade Center and in the surrounding
area, and 125 at the Pentagon.
This year the event was held in Old
Alexandria, Washington for the first
time at the new venue.
It was a pleasure attending the
conference as an instructor and
exhibitor, meeting many familiar friends
and colleagues during the pre-event
training and the ERII conference event.

Kestrel TSCM ® Professional
Software | v1.33-8 (Installer)
The latest release of the Kestrel TSCM
® Professional Software is
now available for download.
This latest release includes our new
installer application, and an install
switch to address machines that do not
support OpenGL.
Previously we maintained a separate
release for the Merlin MK 3 and other
machines without OpenGL support and we
now include both versions within a
single release control.
The second new option is the ability to
exclude the installation of the
processor intensive Audio Spectral
Density (ASD) display co-located as part
of the Demodulation Visualizer control
group.
This option should only be disabled on
machines that do not have an i7 Quad
Core Processor as recommended.

OpenGL and the Audio Spectral
Density (ASD) Display can be disabled
during installation, if required. Unless
otherwise determined or advised by
technical support, both options should
be selected during the installation
process.

Did You Know? | Kestrel Has Many Subtle
Features!
The Kestrel TSCM ®
Professional Software holds many secrets
that oftentimes are only discovered
during advanced technical operator
certification training conducted in a
classroom environment.
One of these little gems is the ability
of the Kestrel ® software to
automatically predict and select the IF
bandwidth of the Signal of Interest
(SOI), and immediately enter the
demodulation process from a quick select
menu.
This method is accomplished when the
technical operator first selects one (or
more) Signals of Interest (SOI)
manually, during the analysis and review
process, in both a runtime and
historical environment.
Once so selected, the SOI is placed on
the Master Automatic Threat List (ATL)
and is flagged on the RF Spectrum
Display (RSD) in ORANGE.
To enter demodulation for any signal
event flagged as a SOI, simply right
mouse click on the SOI and select the
"Demodulation" menu option.
Kestrel will immediately demodulate the
SOI at the correct IF bandwidth for the
signal selected.

We are pleased to announce the official
release of the v1.33-5 Software
Programming and Operation Manual (SPOM)
containing extensive updates for the
recently added IQ Recording and Playback
capability as well as the new Automatic
Export Control (AEC) | OPT AEC |
feature. Numerous other updates have
also been included in this release.
The SPOM can be accessed from a web link
located under the HELP menu, or by
accessing the Technical Support Group

Although, further updates are pending
with the planned release of significant
new features in v1.34xx in the coming
near future, this SPOM release includes
the most significant milestones over the
past six months.

April 2016 | Update
April 2016 has been a very busy month
with several rounds of advanced
training, including our 14-day Technical
Security Specialist (TSS) training,
3-day Kestrel TSCM Professional Software
Operator Certification program, and our
4-day Technical Analyst Certification
(TAC) program.
Following a challenging schedule at our
Resident Training Centre (RTC) in
Cornwall Ontario, we switched gears and
managed the 11th annual Canadian
Technical Security Conference (CTSC) to
a successful conclusion.
We now turn to planning for the 12th
annual Canadian Technical Security
Conference (CTSC 2017) scheduled to run
Tuesday April 25, 2017 to Thursday April
27, 2017 at our Resident Training Centre
(RTC) and look forward to combining our

The RECORD IQ feature supports IQ

Sheridan College | 20th Anniversary of the
Investigation: Public and Private Program
Teaching at Sheridan College proved to
be an awesome experience for me back in
2004 / 2005, instructing 2nd year
students enrolled in the Investigation:
Public and Private program.
I had the honor to teach at both the
Brampton campus and Oakville campus
during the same semester, which was a
challenge requiring discipline in time
management, while maintaining a full
operational commitment at Professional
Development TSCM Group Inc., and was
without doubt, a very rewarding
experience.
The experience gained helped me to
better understand and focus our own
industry Counter-Intelligence (CI),
Technical Security (TSEC), Technical
Surveillance Countermeasures (TSCM)
training and certification programs to
meet the needs of a new generation of
students soon to enter a real-would
workplace, and interested in learning
about economic and state sponsored
espionage from a practical, rather than
theoretical perspective.
I was able to join fellow alumni, past
and present faculty members, various
community partners, and most
importantly, I had the opportunity to
talk to and discuss the current
challenges of the technical security
industry with interested students.
A number of students presented an
excellent array to projects, which
tackled, some very complex real-word
challenges, showing a strong commitment
and dedication as the future decision
makers in the development process of
real-world security programs.
I also had the opportunity to reconnect
with many business associates, who also
instructed at Sheridan College over the
years.
Many of whom, like me, were surprised to
find out that we all passed through the
doors of the college as faculty members,
at one time or another over the past 20
years.
The 20th Anniversary is a true milestone
that all involved at Sheridan College
should be proud.
I look forward to speaking further with
interested students about a possible
career in the technical security field.

Economic Down Turn Effects Everyone - Really?
We often hear that the so-called
economic down turn effects everyone.
Not really, those involved in corporate
intelligence gathering, eavesdropping
and economic espionage are thriving, as
mass lay-offs, down-sizing, workplace
adjustments mean one thing, opportunity
for an invisible army of opportunists.
There is an open door for disgruntled
and disillusioned employees and
contractors to commit acts of corporate
intelligence gathering, economic
espionage (internal and external), and
theft of proprietary information for
personal gain, as a future self-employed
competitor, or those hired by the
competition.
Often the writing is on the wall weeks
or even months before employees are
actually subject to lay-off notices, or
are terminated.
The vulnerabilities are even more
pronounced when key personnel are
subject to lay-off, leaving huge
technical security gaps company wide
that lead to a wide range of potential
compromises, as remaining personnel try
to fill the role of several employees.
The facts are clear, a formal Technical

The following is a sneak preview of just
some of the latest features pending for
the v1.32xx release.
The first new feature is testing well
in-house, providing a new innovative
development milestone that is operator
centric, and significantly enhances the
technical operators situational
awareness during runtime analysis.
Our new Horizontal Range Control (HRC)
replaces the static horizontal receiver
start and stop frequency display, for
the connected receiver, and dynamically
updates the "legal value" options,
depending on which receiver is selected.
The exciting new HRC feature,
automatically and dynamically imports
operator defined Spectrum Profile File
(SPF) options for runtime zoom
selection, as organized bands for
instant zoom selection and display.
For example, selecting the R2 | DECT 6.0
spectrum band, results in the precise
Positional Zoom Control (PZC) display of
the R2 | DECT 6.0 spectrum band
allocation on the user-interface.
All of the standard included zoom
capability, remains intact bringing the
most powerful zoom control in the
industry to the Kestrel TSCM ®
Professional Software.
Yet another new feature pending release
in v1.32xx is our new DSA Trace Limit
(DTL) feature that automatically stops
the current Differential Signal Analysis
(DSA) Antenna Location at a defined
number of traces.
DTL can be programmed to stop at any
number of traces, selected from either a
default option list, or a customized
operator defined value.
This impressive new feature, programs
the software to stop at the designated
number of traces, while the technical
operator is free to tackle other
inspection parameters.
The DTL feature can also be programmed
to produce an End Cycle Alarm (ECA) at
the end of the current collection cycle,
alerting the operator to move to the
next DSA collection Antenna Location.
The "alerting" feature is directly
integrated with the "Activity Scheduler"
and automatically "alerts" when active,
during each "Activity Scheduler" event.
We have also added a new PLAN button on
the user-interface that invokes
"display" or "hide" the floor plan
window, without the need to select the
the display via the standard menu
structure.
