Fiber-Optic | Lab Qualification
The soon to be released Signal Hound (SM200A) receiver, is
now fiber-optic qualified for use with
the Kestrel ® Lightning
TM Fiber-Optic Module, permitting
remote operation of this next generation
Signal Hound spectrum monitoring receiver
with an operational range of 100 kHz to 20 GHz,
and 160 MHz of real-time bandwidth.
Lab qualification and field trials have
now been successfully completed on the
SM200A Spectrum Monitoring Receiver, for
use with our fiber-option solution.
Our final qualifying stress test
included 4.5 million traces over a 72
hour period, across a 20 GHz Range of
Interest (ROI), at a write compression
rate of 1/n=100, resulting in 45
thousand Kestrel Super Trace (KST)
TM, through a powered USB 3.0 hub
for good measure.
The ability of the SM200A is becoming
more and more apparent, as develop work
progresses leading up to the official
release of this powerful, next
generation, industry disruptive Software
Defined (SDR) hardware.
The Kestrel ® Lightning
TM Fiber-Optic Module, provides
reliable remote operation up to 50 meters on OM2,
and 100 meters on OM3 fiber-Optic cable,
extending the SM200A and BB60C SDR
hardware,
utilizing infrastructure 50 / 125 multi-mode
fiber-optic cable, terminated on LC
connectors.
The ability to remote an SM200A and a
second BB60C on a single KLM
TM extender provides first in its
class capability for for remote Dual
Receiver Operation (DRO) TM.
The Kestrel ® Lightning
TM Fiber-Optic Module, provides RF immunity, isolation
and security with a throughput of up to 5 Gigabits
per second (Gbps), required for professional
deployment applications,
utilizing managed Remote Spectrum
Surveillance and Monitoring (RSSM) TM
protocols, as defined under the TSB 2000
(Technical) Standard.

Reference Colour Mapping
If you found your head spinning from all
the new innovation, features,
functionality, and achievement
milestones announced and officially
released in 2017, then I am afraid 2018
will be even more intense for you, with
the promise of even more powerful new
capabilities, and first in its class
features, based on a new moving target
threat model.
The new RDSA TM feature has
prompted a number of long standing back
burner development cases to be tackled
during the RDSA TM
development process, to add powerful new
capability within the application.
One of the features called for, is the
WFD Reference Level | Colour Mapping, in
anticipation of a soon to be officially
announced powerful new feature,
extending the RDSA TM
capability to include the Waterfall
Display (WFD).
The new Colour Mapping feature is now
complete, and provides the ability to
not only change the waterfall palette
for accessibility reasons, but provides
the technical operator with the ability
to define, and build Waterfall Display |
Reference Profiles, resident within the
application.
The ability to change the WFD Colour
Mapping | Reference, provides a
significant enhancement to the
application, and will allow the operator
to better integrate, and visualize the
pending new capabilities to be released
in the coming weeks, relating to the
Waterfall Display (WFD) and RDSA TM
feature.
The new Colour Map capability allows any
number of database profiles to be
operator defined, and maintained within
a transportable, database format, by the
technical operator, and then easily
moved to another computer running the
Kestrel TSCM TM Professional
Software application.

Receiver Differential
Signal Analysis (RDSA) TM | Powerful
Innovation Delivered!
The official release of the latest
Kestrel TSCM
® Professional Software (v1.36xx)
is now undergoing final testing at our
Red Deer Alberta lab, and will soon be
ready for official release.
Receiver Differential Signal Analysis
(RDSA) TM was officially
demonstrated during a recent operator
certification program for the first
time, and was well received as a
powerful, first in its class feature.
Multiple locations, multiple receivers,
multiple spectrum overlay, as displayed
below, illustrates the ability to view
live spectrum from multiple receivers on
the same display, rendering typical
single receiver spectrum analyzers
obsolete, and generally unable to cope
with today's complex threat environment.
The light blue overlay above, on the
left side of the display, represents the
FM broadcast band against a full band 6
GHz Range of Interest (ROI) along with a
green overlay, representing the ISM 2400
band, on the right side of the display.
See the zoom window expanded below to
display the comparative spectra.
Now you can display bands, sub-bands,
channels, and signal level spectra, as a
multi-layer overlay for the Peak
Envelope Capture (PEC) TM ,
Spectrum Average Trace (SAT) TM
, and Real-Time Event (RTE) TM
trace, as a direct comparative across
any supported receiver, or spectrum
analyzer.
Operator defined spectrum overlay can
include the entire Range of Interest
(ROI), or any other portion of the
spectrum for unlimited combinations.
Looking to determine whether or not a
Signal of Interest (SOI), is external,
or facility level, no problem, simply
overlay the independent antenna location
data, and view real-time, averaging, and
peak spectrum from any number of
assigned receiver locations.
The image below represented by the
purple trace, defines the FM broadcast
band external to the facility, and the
light blue represents the FM band as
observed within the facility.

Professional Software | It all Started with
Disappointment!
We have all been there, patiently
waiting and anticipating the latest and
greatest technology in one way or
another, whether it be new stereo
system.
For the Kestrel TSCM
® Professional Software, it was
the promise of new technology of the
day, ready to meet the challenges of a
new and developing, modern moving target
threat model.
Unfortunately disappointment,
limitations and lack of essential core
features became the reality of the day.
The idea and concept of the Kestrel TSCM
® Professional Software was
simply a proud conceptual rendering,
that soon became a proof of concept,
that soon became a working software
application called the Genesis TSCM
TM Software in mid 2009.
That simple proof of concept software
application paved the way for a
powerful, entirely new technology
innovation, firmly based on fast
developing principles, and acceptance of
Software Defined Radio (SDR), within the
TSCM industry.
The obsolescence factor soon became
painfully evident across the industry as
several manufacturers struggled to
compete for a monopoly of sorts, that
did little more than become a viscous
competitive circle, seeing little
attention to emerging threats, and the
vulnerabilities of out dated deployment
concepts, as well as the assumption that
anyone can do technical inspections,
perpetuated by many of the spy supply
shops.
The Kestrel TSCM
® Professional Software concept
was possible due to the release of the
Signal Hound SA44B Spectrum Analyzer and
Measuring Receiver in 2009, and became
the hardware technology that would pave
a new path for the private sector, and
ultimately, the public sector TSCM
industry, now superseded by extremely
powerful SDR hardware, such as the
Signal Hound BB60C Spectrum Analyzer and
RF Recorder, and early in the new year,
the all powerful SM200A Real-Time
Spectrum Analyzer and Monitoring
Receiver, opening the door for the
progressive new Kestrel TSCM
® Professional Software, to build
Tomorrow's Software - Today!
The missing element has always been the
lack of operator consultation and focus,
as many of the major players place all
their efforts into sell, sell, sell, and
lose sight of the threat technology, and
the powerful state sponsored threat
technology, and the real-world
requirements of professional private and
public sector end-users.
The Kestrel TSCM
® Professional Software defines
and fills this gap, by cutting through
the spectral density, so to speak, and
delivering powerful experienced based
resources, at a realistic cost of
ownership, for a full featured Signal
Intelligence Support System (SISS)
TM platform.
The concepts of the 1970's are no longer
valid in 2017, just like they were no
longer valid in 2009, when Kestrel
® transitioned from a powerful
working concept, to reality, with a
proven track record spanning 9 years, as
we journey into 2018.
Professional Development TSCM Group has
seen every ethically questionable method
and technique being used by some
industry players and want-a-be
competition, during the past few years,
as the Kestrel TSCM
® Professional Software has
continued to rise in popularity, and
gain a well deserved reputation, with a
focus on an operator centric approach,
and more importantly, our ability to
deliver new innovation on a consistent
and regular basis.
PDTG is developing the next generation
methods an techniques at the software
level, based on, not only today's threat
technology, but rather we are firmly
focused on the future, developing
features, functionality, and a powerful
new methodology that will become the
standard, 5 years, 10 years down the
road, as our moving target threat level
continues to evolve.

technology diverse reality, and not an
industry complacent "as is", is good,
lets sell it, product.
Since Kestrel sells itself, we have more
time for the real task at hand,
technology and methodology development.
It is not always about engineering, it
is about identifying and delivering real
world technology for use by
professionals, as TSCM is not a do it
your self job, whether it be an
individual, corporate security team, or
government entities, it is essential
that the resources, training, and
methodology all compliment the goal of
strengthening a collective national
security whether in North America, or
Europe, and not weaken it with out-dated
concepts and sales pitches, often to the
uniformed procurement teams, that lack
the necessary technical experience to
understand the differences.
The true indicator of success, is
watching the competition globally,
continue to minimize the impact of
Kestrel
®, while integrating our ideas and
concepts, in a "me too" effort to
compete, and making business decisions
that have become all to obvious to our
collective pool of potential customers,
as little more than high pressure sales.
My personal view has allows been that it
is a big industry and there is plenty of
opportunity for everyone, unfortunately,
this is not a shared believe, as evident
by those that are so threatened by
competition.
Sorry people, 2018 is going to be
another defining year for Kestrel
® innovation, and powerful new
capability, we have not run out of ideas
yet, with more that 1000 active
development cases currently in the
works.

and myself wind down a very successful
2017, and move at the speed of light into
2018, Kestrel
® will continue to develop
meaningful and powerful new detection

Conclusion
MILIPOL 2017 was a tremendous success
for Professional Development TSCM Group
Inc., this past week, in further
building the Kestrel
® brand recognition globally.
We were very pleased with the number of
new and known user, delegates that
visited our exhibit for a detailed
demonstration of the Kestrel TSCM
® Professional Software.
Our persistence in educating technical
operators, end-users, and procurement
managers about what to look for when
purchasing TSCM equipment is finally
taking hold, any many thanked us for our
straight-forward approach in explaining
Kestrel
® , and its suitability for their
specific application, looking beyond the
marketing hype, and looking for the
details that are often
not
disclosed. In-fact some manufacturers,

information, I am surprised sometimes
that they sell anything at all.
We are still seeing glaring omissions,

and in many cases, by people with no

operators are starting to ask the right

counter-measures, and are starting to
see the light, when it comes to
believing that a law-enforcement, or
military background, automatically
qualify them to provide the final word

It was another busy two days for our
team at MILIPOL 2017 in Paris France,
as the momentum continues to build with
many asking us why Kestrel
® is better than other similar
resources from any number of
manufacturers and software developers.
In the past, we have been somewhat
reluctant to make any comparison between
other products and our own, however, we
have decided it is in the best interest
of those expressing interest in our
products to make a fair and
comprehensive capability and feature
comparative, when asked do do so by
prospective customers.
There is so much misleading, incomplete,
and inaccurate information available to
potential customers, which is being
cleverly marketed, in support of
advancing sales, that many potential
customers are coming to us for
straight-forward, talk about the best

ask a simple question in return, "how do
you use the
equipment" for whatever the particular
question called for. The results are
often bewildering, and very telling, but
leads to a meaningful conversation based

visitors from various government,
military, and the private sector TSCM
community this past week, with all very
pleased about the current state of the

At the end of the 3rd day, additional

challenging development cycle during the
past 6 months, as the might Kestrel TSCM

Professional Software has undergone a
major generational change, to include
fully updated development libraries, and
the implementation of a new version
control standard, for co-existence of
our powerful 64-Bit release source code,
and the latest developmentally identical
v1.35-1B (32-Bit) release, for those who
have not yet moved to a 64-Bit platform.
It is strongly recommended that all
licensed users (host computer
permitting), move to the new v1.35-1B
(64-Bit) application to gain significant
stability and performance advantages,
over the 32-Bit application, which
unfortunately limits memory usage to 3.5

v1.35-4-64 Now Available!
Version 1.35-4-64 is the initial release
code for the soon to be released 64-Bit
installer version of the Kestrel TSCM ®
Professional Software.
It is not an installer and runs from its
own desktop directory, simply unzip the
directory and run the EXE file from a
desktop shortcut.
There is no need to uninstall, or stop
using the current 32-Bit code.
Please note this is a Beta release and
there are may be unknown bugs, however,
stability is good and we are utilizing
the 64-Bit code operationally in the
field, and in the lab successfully.
Crash reporting is implemented in this
release, so please feel free to provide
any comments relative to noted bugs and
instability concerns, via the crash

London Terror Attack |
DSEI 2017
Another trip to London (UK), and
another cowardly terrorist attack on a
commuter train south west of the city.
Our team is safe and on high-alert for
other potential incidents, while in
country, which has simply become a part
of our international travel protocol for
Europe.
Although, it would appear that the
device did not function as expected,
more than 20 people were injured in the
attack. The device failed to detonate
high order, and resulting in a fire ball
causes burns to an unknown number of
passengers.
On a more positive note, our team,
had another excellent day at DSEI 2017
with numerous new opportunities for the
sale of the mighty Kestrel TSCM

Professional Software and the
soon to be released Signal Hound
(SM200A) which was demonstrated during
the event.
After receiving the SM200A just the
day prior to our departure to London,
our Software Development Group (SDG)

integration of a Kestrel Support Profile
(KSP) TM.

staff, while obviously, very defensive
about our solution. When advised of
export restrictions on some of our
products, they indicated, they sell
their products to anyone. All I can say,

Software and the Signal Hound
SM200A products, are sold ethically, and
in compliance with all export control
regulations.

This is yet another reason not to buy
foreign software and hardware solutions,
in my opinion, when such entities, fail
to be discriminating about the end-user,
or destination country for which

recommended for monitoring applications,

specific requirement. Ideally, we
recommend that the receiver and antenna
be co-located within 50 feet of the

In a modern moving target threat
model, it is essential to record all
aspects of the ambient RF spectrum
environment, for the purpose of
real-time and post analytical analysis.
Equipment resources that do not
provide the ability of to properly
record the spectra, or provide powerful
IQ samples for post analytical playback,
or fail to facilitate long-term storage
requirements, are essentially obsolete,
within today's modern moving target
threat model, and no longer meet an
acceptable level of due-diligence.
Basic screen-shots and signal lists,
are not an acceptable substitute for a
detailed trace by trace recording and
playback capability.
Likewise, the deployment of
expensive, primary equipment resources
that are not specifically designed for
long-term operational deployment, in a
dual or multiple receiver capacity, for
a period of 30 days, 60 days, or even 90
days, is an unproductive exercise.
Remote Spectrum Surveillance and
Monitoring (RSSM) TM requires
that the technical operator implement a
balanced approach that includes periodic
physical sweeps, in combination with
modern RSSM TM techniques,
including 360 degree facility baseline
analytics.
Attempting to deploy resources that

The question of portability seems to
be the only remaining argument against
the powerful, low cost, modern sweep
tools, which have been dominating the
industry for some time worldwide, as new
technology leads the way to powerful
advancements in combating economic
espionage.
To dispel somewhat misleading and
seemingly uninformed information, which
I can only assume is designed to
discourage technical operators from
venturing into the fascinating world of
Software-Defined Radio (SDR), I would
like to highlight the following factual
information.
First, I would like to point out a
number of exciting key advantages, and
modern deployment techniques that
highlight, not only the realized key
operational advantages and new business
opportunities, but also bring promise of

bursting signals must be located swiftly

appearing at different amplitudes,
across the same location, and cannot
always be correlated or associated with
distance from the emitter, making trace

area, above and below the target area,
and again, trace comparative can prove
to be misleading, and very time
consuming. In a world of fantasy and
wishful thinking, we can all go back to
1970's when analog signals ruled the
earth, or as a professional technical
operator, you can venture into a modern
world of powerful SDR technology.

technical operator to locate the
emitter quickly and precisely, in sweep
mode, demodulation mode, utilizing the
FFT demodulation visualizer, or

new software development milestone,
pending official release.
Our latest feature, includes a new
Intermediate Frequency (IF) runtime mode
feature, referred to as, the IF
Broadband (IFB) TM mode, and
permits the technical operator to create
an independent runtime environment as a
spectrum band tab, and deployed in a
real-time IFBW (IFB) up to the maximum
bandwidth of the the SDR hardware
utilized.
This advanced feature is
not part of
the Demodulation Visualizer control
group as might be expected, but rather,
is displayed in real-time on the
standard user-interface.
This method of implementation brings
significant new capability for
professional level deployment of the
software, with all of the standard
display and navigational controls
available in IFB mode.
For example, full integration and
interaction with the Dynamic Alert
Annunciator
(DAA) TM, and the Automatic
Export Control (AEC) TM
| OPT AEC provide real-time targeted
triggering at very high speeds with an
Ambient Noise Floor (ANF) that is 20 to
30 dBm lower than realized when running
a full band sweep.
The most significant milestone, is the
ability to deploy triggered IQ capture,
complete spectra and waterfall data
captured and written to storage, prior
to the appearance of a Signal of
Interest (SOI). That is right!
The mighty Kestrel ®, has a
keen eye, photographic memory, and
perhaps just a little physic ability.
The ability to deploy our software in a
Remote Spectrum Surveillance and
Monitoring (RSSM) TM role,
and capture targeted signal level
spectra, including triggered IQ for post
analysis, or hand-off to an IQ Analyzer,
is fully supported.
RF direction finding, for the discrete
Signals of Interest (SOI) is fully
supported in the IFB mode, making
emitter location quick and easy,
minimizing the requirement for for
additional equipment resources such as a
broadband detector.
The ability to visualize the full IF
bandwidth (IFBW) of the SDR hardware,
without the need to transition to
another equipment resource is essential
in a modern moving target threat model.
The current support level of our IFB
feature is 160 MHz of real-time, IF
Bandwidth (IFBW), which is SDR hardware
dependent.
The Signal Hound BB60C has 27 MHz of
real-time IFBW, and the Tektronix
RSA306B has 40 MHz IFBW.
The ThinkRF R5500 has 100 MHz IFBW
(Standard), and 160 MHz IFBW (Optional).
The Signal Hound SM200A (pending
official release) will support 160 MHz
IFBW as a standard feature. Contact our

Radio (SDR) capability deep within the
coding architecture of the the Kestrel
TSCM ® Professional Software.
Autonomous Measurement
Collection System (AMCS) TM |
Component within the Kestrel
TSCM ® Professional Software
allows the application to operate
“headless” in an embedded computing
environment.
This is perhaps described as one of the
most powerful features ever developed
for professional development
requirements and is configured from a
Kestrel Configuration Script (KCS)
TM file located within the
application installation directory.
The Kestrel ® application
will create all the project files and
necessary configuration, to be able to
immediately begin runtime collection
activity.
Client applications may be connected to
the Kestrel ® software via a
TCP/IP socket interface connection, to
obtain the extracted data stream, and
basic configuration information from the
Kestrel ® application.
Limited control is also offered to
client applications.
The AMCS comprises of a powerful
sub-system within the Kestrel ®
application.
This sub-system is enabled when Kestrel
is started with a valid Activation
Security Key (ASK) TM that
contains the “AMCS” capability.
On initial connection of a receiver to
Kestrel ® , a license key
request will be generated in the form of
a Challenge and Response (CRC) TM
code, and presented to the technical
operator.
When the CRC code is provided to the
Technical Support (TSG) of Professional
Development TSCM Group Inc., this will
be converted into an Activation Security
Key (ASK) TM license enabling
the AMCS capability.
This Activation Security Key (ASK)
TM may then be installed into
Kestrel ® , enabling that
instance of Kestrel ® on that
machine and receiver, to operate with
the AMCS capability.
Only one (1) receiver on a subject
machine requires an AMCS key to enable
AMCS operation across all receivers
operating with that instance of Kestrel
® .
The AMCS sub-system allows Kestrel
® to be operated in a stand-alone
fashion.
A configuration file allows autonomous
collection to be set up and initiated on
application start.
Client applications can then connect to
Kestrel ® and obtain a
continuous data feed for the specified
bands or channels of interest.
Remote Spectrum Surveillance and
Monitoring (RSSM) | Setting up
a kestrel ® instance and
receiver at a remote location, permits a
continuous monitoring data feed, can be
obtained at a remote location. Kestrel
® , operating in this mode is
suitable for operation on an embedded PC
platform, providing a low-cost and very
powerful remote monitoring solution.
Data Feed Integration |
The remote feed configuration, utilizes
an open "xml" style format allowing easy
integration with additional data feeds
to provide a richer data stream, and
synthesizing multiple sources into a
single data feed.
Alarm and Alerting Integration |
The integration of the AMCS capabilities

architecture within Kestrel ®

Time Differential
Signal Analysis (TDSA)
We have been diligently testing the
pre-release TDSA feature this past week
at our Research and Development Training
Centre (RDTC) in Alberta.
During one (1) of our many pre-release
experiments, we established a runtime
Trace Limit Alarm of 200,000 traces, or
(approximately 13 hours of collection)
from 9 kHz to 6 GHz at 20 kHz RBW.
After collection terminated on trace
limit alarm, the TDSA filter was applied
from 0000 hours in 30 minute TDSA time
blocks, clearly identifying a curious
200 kHz signal event at 3.1926 GHz,
within a defined number of time blocks
from | 0100 - 0130 | 0300 - 0330 | 0500
- 0530 | 0700 - 0730 | 0900 - 0930 |
1100 - 1130 |.
The result is precisely what our Time
Differential Signal Analysis (TDSA)
milestone was designed and engineered to
achieve, by adding a new capability to
the Kestrel Analytics TM
methodology.
The pattern is clearly identifiable as a
burst transmission that appeared a
regular intervals every 2 hours between
0100 and 1100 hours, at | 0100 | 0300 |
0500 | 0700 | 0900 | 1100 | within a 30
minute TDSA window.
The technique of reapplying the TDSA
Filter can be utilized to further refine
the signal event burst time line for
even greater time line accuracy.
The 30 minute | PERIOD | or TDSA Filter
of 30 minutes, dynamically captures all
peak data within the applied filter and
builds a TDSA comparative trace.

operator to analyze a single location,
extended runtime session, against

Development Summary | A Year of Opportunity!
2016 was a very busy year for PDTG Inc.,
with assignments, across Canada, France,
United Kingdom, United states of
America, Belgium, Sweden, and Singapore
in support of corporate, government,
law-enforcement, military, and national
security apparatus globally.
2016 was also extremely busy for sales
and support of the the Kestrel TSCM
® Professional Software, now
flying high in 27 countries worldwide.
We ended our news and information
briefings for 2016, stressing the
importance of the requirement,
recognition and understanding of the
necessity to respond to a new, and
rapidly changing global threat model,
and will begin 2017 with the same
important message to technical
operators.
The threat model, has dramatically
changed over the past 10 years, but
never as rapidly as it has during the
past couple of years, with virtually
everything wireless hitting the market
at the consumer level.
The Radio Frequency (RF) phase of a TSCM
electronically assisted sweep has become
significantly more complex and requires
a new approach methodology, to minimize
or mitigate the risk and liability of
conducting Technical Surveillance
Countermeasures (TSCM) assignments, from
both the end-users and technical
operators perspective.
Findings and non-findings all need to be
validated against the vast unknowns
inherent in providing Technical
Surveillance Countermeasures (TSCM)
assignments.
