Once converted, the file can be selected within the application the same as the FCC and IC TAFL licensing databases and viewed as an active overlay during runtime or post analytics.

The next generation of this tool expected in January 2019 will allow the technical operator to build and convert CSV files to FDB with the Frequency Database (FDB) TM  | OPT FDB utility creating a powerful operator defined display overlay similar to the official FCC and IC databases.

At this stage, the operator can simply populate the CSV template and we will convert the file to the FDB file format at no charge.

Please note that submitted files will be treated as end-user confidential and will not be made available to other technical operators.

If you would like a copy of the | CSV MASTER FDB TEMPLATE | please contact Paul D Turner, TSS TSI at support@pdtg.ca

Kestrel TSCM ® Professional Software | New Feature Alert 20180804-001

The latest edition of the Kestrel TSCM ® Professional Software is about to be released and we thought we would give you a sneak preview of another new operator centric feature recently added under the Kestrel ® umbrella.

Kestrel New Feature Alert

There has been considerable misleading statements and explanations given by various interests with regard to Probability of Detection (POD) and Probability of Intercept (POI), both of which have different meanings and rationale outside of traditional SIGINT applications when we apply these terms under the TSB 2000 (Technical) Standard TM methodology.

Probability of Intercept (POI) Kestrel TSCM Professional Software

In a modern moving target threat model, there are many factors that affect the POI / POD relationship across the spectrum (pun intended) that ultimately determine the real value of statements against POI / POD calculations based on search speed or other independent factors alone.

Text book engineering math is only the starting point and provides a convenient method of misleading technical operators with respect to the real POI / POD picture.

The Kestrel TSCM ® Professional Software has now implemented the first generation of a runtime Probability of Intercept (POI) calculator with additional refinements to come over the next couple of months.

Our POI calculator not only looks at the radio speed, but accounts for host computer loading and DSP loads and other factors that may impact the the Probability of Intercept (POI).

Tactical RF Deployment and Response (TDR) TM | Kestrel TSCM ® Professional Software

We are please to announce a new training program being launched in September 2018 primarily for government, law-enforcement and the national security apparatus.

The latest advanced concepts program for government operators is the Tactical RF Deployment and Response (TDR) TM certification, which looks at real-world use cases for tactical deployment and response countermeasures relating to protective operations and counter-terrorist (CT) operations.

Tactical RF Deployment and Response (TDR)

As radio-frequency threats become more complex and entirely mobile, law-enforcement, regulatory, national security and military deployment of spectrum surveillance and monitoring become critical from an intelligence perspective, and often requires a targeted tactical response, for which the vast majority of government entities are simply not prepared.

Professional Development TSCM Group Inc., has developed unique radio spectrum surveillance and monitoring tools and advanced capability to overcome gaps of knowledge within a virtually untapped source of "Actionable RF  Intelligence" under the Kestrel-net TM technology and methodology, as a standards based response to the development of a modern moving target threat model.

Field agent safety is often compromised unknowingly by the criminal use of covert surveillance, monitoring and tracking technology at border crossings and to secure facilities where activities are conducted.

The Tactical RF Deployment and Response (TDR) TM program is a resident based certification program conducted at both our secure Resident Training Centre (RTC) TM in Cornwall Ontario and our new Red Deer Training Centre (RDTC) TM located in the heart of Alberta.

The cost of the 5-day program is $2,500.00 CAD, which includes meals and accommodation during your stay at our Resident Training Centre (RTC) TM.

Please contact our office for program details.

Please note that this program is restricted to official government entities, employees and other authorized persons only.

Kestrel TSCM ® Professional Software | Receiver Differential Signal Analysis (RDSA) TM

We have had a number of users asking about, and eager to try the new RDSA TM feature, over the past couple of weeks, since its major announcement.

This innovative new, and very powerful feature is only accessible starting at v1.36-7-64-DEV, and within the next official installer release at v1.36xx.

We strongly recommend that all users update the software from the older 32-Bit application, to the recently released 64-Bit application, in preparation for the next exciting wave of never before seen feature sets that are only available, within the Kestrel TSCM ® Professional Software.

Currently, we have posted the v1.35-17-64-DEV Beta code as the latest available software release on the Technical Support Group (TSG) Resource Centre, pending the official release of v1.36xx code, providing access to the new RDSA TM feature, and the new waterfall colour mapping capability, and more.

Along with the v1.36xx release, there will be a new Software Programming and Operation Manual (SPOM) TM released covering major recent new features and functionality. In fact, a considerable number of updates have been included in the latest user documentation.

The full installer for the v1.36xx release will be available shortly, as we are doing some final tweaking, and adding an exciting new, first in its class feature, within this release, which is yet to be officially announced.

Stay focused and stay tuned for the lasted word on this ground breaking capability.

We have however, posted a number of preliminary video clips, illustrating the basic RDSA TM feature at the spectrum trace level, to represent a single display overlay of spectrum trace data from multiple sources, within the target area in real-time.

The file examples were captured during software development of the Receiver Differential Signal Analysis (RDSA) TM feature, and can be found at http://www.kestreltscm.com/SISS007.htm for review, or download.

The resulting sample trace capture videos represent the INTERNAL facility Vs the EXTERNAL facility comparative in real-time across the famous Kestrel ® Dual Receiver Operation (DRO) TM.

One of the exciting capabilities of the RDSA TM feature is the ability to drop sub-band allocations onto a larger Range of Interest (ROI) independent receiver display.

For example, on a BB60C (9 kHz to 6 GHz) display, the operator can view an overlay from a second receiver for the ISM 900 band, and overlay the the ISM 900 band from a 3rd receiver, and also the ISM 2400 band, or all the cellular uplink bands creating a powerful new way to interpret complex spectrum data.

KESTREL TSCM RDSA TDSA LDSA

Click on Image to view full size

The deployment combinations are unlimited, within the RDSA TM capability, and supports the powerful Location Based Differential Signal Analysis (LDSA) TM, and Time Differential Signal Analysis (TDSA) TM for a total 3D rendering of the ambient RF spectrum environment inside, outside and geographically across network available SDR hardware resources.

The best part about the new RDSA TM capability, is that it is standard within the base software license, and not an optional module.

Currently, there are two (2) optional software modules, within the Kestrel ® architecture, with the first being the Automatic Export Control (AEC) TM | OPT AEC |, which permits, time periodic and trigger export of complex data sets for analytical evaluation.

The second optional software module is the Autonomous Measurement and Collection System (AMCS) TM | OPT AMCS | feature, that supports TCP/IP streaming of measurement data, and other essential parameters across a network.

Canadian Technical Security Conference (CTSC 2018)

Professional Development TSCM Group Inc., is pleased to be the primary sponsor and organizer of the 13th Annual Canadian Technical Security Conference (CTSC 2018), considered to be the longest running technical security professional development event, dedicated to Technical Surveillance Countermeasures (TSCM), Cyber-Security, and Counter-Espionage activities.

Every business environment in Canada unknowingly, has been, or is currently effected by technical security vulnerabilities and compromises, only a small number of these businesses take the appropriate due-diligence precautions, to minimize the millions of dollars annually in lost opportunity.

Espionage activities are on the increase worldwide, and companies who fail to take the appropriate steps to establish a formal technical security program, can easily lose their competitive edge, and suffer undedicated financial losses, share holder confidence, and become liable for the compromise of sensitive, and protected confidential third-party or customer information.

All business environments can benefit from a scalable TSCM program.

Learn about the risk threat environment, in today's moving target threat model, and gain insight into the illusive world of economic-espionage, and how it might be effecting your business.

There are fantastic opportunities at this year's conference event for exhibitors, presenters, and participants, within a 3 day professional development and networking event.

CTSC 2018 Conference Logo

Traditional approaches to security have centered on security silos, each of which implements separate and independent solutions targeted at a perceived threat. The resulting uncoordinated patchwork of incremental and ad hoc measures is inadequate in today’s complex and fluid environment – the inevitable gaps and weaknesses will be found and exploited by a determined and resourceful player.

CTSC 2018 will explore the complex multi-dimensional problems arising from the convergence of diverse technology and security challenges. Our future security will depend on security professionals going beyond a narrow scope of work, and technical specialists, working with other experts in a coherent and systematic defensive effort will become an essential methodology.

The technical threat model has continued to change in complexity, during the past decade, to a more fluid moving target threat model. The theme for CTSC 2018 is:

Implementing and Delivering a Unified Technical Security Program: A Challenge and Opportunity for the Technical Security Specialist (TSS) TM

Individuals, businesses and government organizations have become progressively more dependent on the increasingly complex and pervasive networks of communications and information processing systems that make up cyberspace.

However, the weaknesses and vulnerabilities of this growing and evolving system of systems have multiplied. It is hard enough to make complex systems work reliably in benign environments. In the real world, there are unlimited possibilities for cyber-attacks, to which a further dimension is added by the specter of state sponsored actors.

Contrast this situation with the realities facing technical security practitioners. On the one hand, there is a rapidly evolving and increasingly complex threat environment. On the other hand, it is frequently necessary to work within various administrative, economic and time constraints.

Furthermore, organizational leaders are often reluctant to recognize the magnitude of the threat and support adequate defensive measures, indeed, they may have already been successfully targeted without realizing it.

To be successful in this environment, technical security practitioners must be able to anticipate, identify and counter threats by drawing on an up-to-date understanding of the actors, their tools and methods and demonstrate leadership within their organizations.

More than ever, it is vital for them to take advantage of the expertise resident in the Technical Security community of practice through participation in relevant activities such as the annual Canadian Technical Security Conference (CTSC).

The CTSC, now in its 13th year, is a focused technical security professional development event that brings together security specialists and others having a range of related interests.

Over a three-day period, participants will acquire relevant theoretical and practical knowledge, including opportunities for hands-on experience with Technical Surveillance Countermeasures (TSCM), a vital, but often over-looked, line of defense for safeguarding information in a technological world.

Participation in activities, such as the Canadian Technical Security Conference (CTSC), positions technical operators and knowledgeable clients to better identify potential and actual security compromises and respond appropriately.

It just might be an investment that will pay off by helping prevent or limit damage to your organization.
