available shortly, closing out the
v1.38xx code version.
 We
are working on exciting new features for
the v1.39xx release which will be
available mid-December 2018 with even
more new features planned for v1.40xx
early in the new year.

user-defined FDB database files for use
with the Advanced Signals Intelligence
Database (ASID) TM for
Kestrel
®
technical operators.
 We
have provided a CSV template master file
for technical operators to populate and
submit to technical support for
conversion to our FDB format.
Once converted, the file can be selected
within the application the same as the
FCC and IC TAFL licensing databases and
viewed as an active overlay during
runtime or post analytics.
The next generation of this tool
expected in January 2019 will allow the
technical operator to build and convert
CSV files to FDB with the Frequency
Database (FDB) TM | OPT FDB
utility creating a powerful operator
defined display overlay similar to the
official FCC and IC databases.
At this stage, the operator can simply
populate the CSV template and we will
convert the file to the FDB file format
at no charge.

There has been considerable misleading
statements and explanations given by
various interests with regard to
Probability of Detection (POD) and
Probability of Intercept (POI), both of
which have different meanings and
rationale outside of traditional SIGINT
applications when we apply these terms
under the TSB 2000 (Technical) Standard
TM methodology.
In a modern moving target threat model,
there are many factors that affect the
POI / POD relationship across the
spectrum (pun intended) that ultimately
determine the real value of statements
against POI / POD calculations based on
search speed or other independent
factors alone.
Text book engineering math is only the
starting point and provides a convenient
method of misleading technical operators
with respect to the real POI / POD
picture.
The Kestrel TSCM

implemented the first generation of a
runtime Probability of Intercept (POI)
calculator with additional refinements
to come over the next couple of months.
Our POI calculator not only looks at the
radio speed, but accounts for host
computer loading and DSP loads and other

calculate the POI for any relevant burst

It is never too early to consider

The Canadian Technical Security
Conference (CTSC 2018) proved to be a
tremendous success with many previous
and new participants in attendance.
I would like to thank all the
participants, the presenters, and
exhibiters in attendance at this years
conference, who's dedication,
professionalism, and expertise continue
to make the Canadian Technical Security
Conference (CTSC) a success each and
every year.

powerful networking and professional
development conference to the technical
security industry.
The professional aspects and benefits of
participating at the only annual
conference with an integrated TSCM and
Counter-Espionage event of this nature,
remains second to none, in advancing the
needs and requirements of technical
operators around the globe.
This year, attendance included
professional technical operators from
various international government
organizations, Canadian law-enforcement,
municipal government, federal
government, and private sector
professionals.
The CTSC 2018 awards dinner included a
powerful presentation on the state of
the industry, including a powerful
participant discussion on topics such as
business ethics, the changing mind-set
of professional technical operators who
must demonstrate and deliver a competent
level of professional services, in light
of conflicting obsolete concepts and
resources with new tools and a
modernized approach.
The first annual antenna design contest,
with the top five designs recognized for
functional operation antenna designs,
assembled from provided raw materials
and hand tools was a decidedly popular
event. I would like to thank the top
five participants recognized during the
event, in building a working and tested
design.
All of the antenna designed selected,
performed well during the competition.
The Signal Hound SM200A was the hit of
CTSC 2018 as the fastest SDR receiver
available with speeds up to 1 THz at 30
kHz RBW. When the voting was done, the
Signal Hound SM200A received the CTSC
2018 award for Excellence in Design and
Engineering.
The 13th annual competitive bug-off was
also a highly education and well
attended again this year, from both the
expert and intermediate sessions, with
the highest score locating 16
compromises in the Office of Evil Intent
(OEI) bug-off room. Great prizes were
awarded to the top three (3)
participants.
Participants form across Canada, the
United States of America, Mexico, and
United Arab Emirates participated in
powerful subject matter briefings in
TSCM, Cyber-Security, Forensics,
Acoustical, Physical Security, and other
sessions.
Several notables during this years
conference included the industry awards,
with Signal Hound recognized for the
industry disruptive SM200A Spectrum
Monitoring Receiver, and Professional
Development TSCM Group was recognized

We are pleased to announce that a new
Kestrel TSCM ®
Professional Software release is now
available for download from the
Technical Support Group (TSG) Website.
This latest release works with the
v1.36-1 (64-Bit) full installer.
The v1.36-25 (64-Bit) drop file provides
the latest round of new functionality,
reported bug fixes, and code tweaks in
this Beta release.
All end-users are encouraged to remove
all old versions of the 32-Bit
application and ensure the v1.36-1
(64-Bit) full installer, and drop in the
the v1.36-25 (64-Bit) application drop
file.
There are awesome advantages to using
the latest release of the software.
Before installing the latest release,
always run the Windows update tool to
ensure you are running the latest OS
version.
Interested in training, the April 17th
program is now full, however, we have an
introductory training session in May and
a full Certified Technical Operator
(CTO) TM program in July 2018

We have had a number of users asking
about, and eager to try the new RDSA
TM feature, over the past
couple of weeks, since its major
announcement.
This innovative new, and very powerful
feature is only accessible starting at
v1.36-7-64-DEV, and within the next
official installer release at v1.36xx.
We strongly recommend that all users
update the software from the older
32-Bit application, to the recently
released 64-Bit application, in
preparation for the next exciting wave
of never before seen feature sets that
are only available, within the Kestrel
TSCM ® Professional Software.
Currently, we have posted the
v1.35-17-64-DEV Beta code as the latest
available software release on the
Technical Support Group (TSG) Resource
Centre, pending the official release of
v1.36xx code, providing access to the
new RDSA TM
feature, and the new waterfall colour
mapping capability, and more.
Along with the v1.36xx release, there
will be a new Software Programming and
Operation Manual (SPOM) TM
released covering major recent new
features and functionality. In fact, a
considerable number of updates have been
included in the latest user
documentation.
The full installer for the v1.36xx
release will be available shortly, as we
are doing some final tweaking, and
adding an exciting new, first in its
class feature, within this release,
which is yet to be officially announced.
Stay focused and stay tuned for the
lasted word on this ground breaking
capability.
We have however, posted a number of
preliminary video clips, illustrating
the basic RDSA TM feature at
the spectrum trace level, to represent a
single display overlay of spectrum trace
data from multiple sources, within the
target area in real-time.

RDSA TM feature is the
ability to drop sub-band allocations
onto a larger Range of Interest (ROI)
independent receiver display.
For example, on a BB60C (9 kHz to 6 GHz)
display, the operator can view an
overlay from a second receiver for the
ISM 900 band, and overlay the the ISM
900 band from a 3rd receiver, and also
the ISM 2400 band, or all the cellular
uplink bands creating a powerful new way
to interpret complex spectrum data.

The deployment combinations are
unlimited, within the RDSA TM
capability, and supports the powerful
Location Based Differential Signal
