When it comes down to operational knowledge and
experience, there is no other choice - Paul has more than thirty (30+) years experience and upwards of
12,000
hours (as of September 2011) of actual field experience providing on average 175 medium to high
threat technical inspections annually.
Paul provides Technical Surveillance Countermeasures (TSCM)
professional services and operates the only advanced level Technical
Security Specialist (TSS) training program for government, military,
corporate clients, and individuals across Canada, throughout North
America and around the globe.
Paul retired as a professional investigator with a quarter century of
experience in 2004 to focus full-time as a Technical Security Specialist
(TSS) providing counter-surveillance / counter-espionage related
services.
Paul is a TSB certified Executive Protection Specialist (CEPS)
and is the primary instructor for the advanced High Risk VIP / Executive Protection certification (resident) training program.
Paul has worked just about every type of investigation and
protective assignment at one time or another during his distinguished
career including six (6) years working high-risk protective details in
South America, Middle East, Europe, and South East Asia.
Paul is the Corporate Director of Professional
Development TSCM Group Inc., and is Technical Security
Director (TSD) of the Technical Security Branch (TSB).
Paul is the
primary Technical Security Instructor (TSI) for the only TSB resident based Technical
Security Specialist (TSS) Designate Certification program run in Cornwall
Ontario.
Paul is an experienced pilot and provides specialized training for
civilian and corporate Search and Rescue (SAR) pilots and flight crew
personnel, including training in an advanced flight simulator
environment.
Paul instructs air and ground search crews in advanced Radio
Direction Finding (RDF) techniques for aviation, marine, and land based
Emergency Locator Transmitters (ELT) and was previously the Training
Officer (TO) for a five (5) year period of a civilian Search and Rescue
organization.
Paul is one of only a few civilian pilots to have graduated from the
Canadian military (DND) - Search Master Program.
Paul is an Industry
Canada designated examiner for radiotelephone Restricted
Operator Certificate (ROC).
Academically, Paul has instructed second year students in the area of
Law and Security Administration at Sheridan College, and has presented
advanced TSCM related lectures at both Ryerson University, and Seneca
College.
Paul has been extensively quoted in the media and has appeared in numerous
media publications, both on camera interviews and print articles.
Paul regularly is a technical security subject
matter expert and is a highly respected presenter and guest speaker,
requested by security related organizations and associations across
Canada.
Paul is the founder, organizer and planning committee
director for the annual Canadian Technical Security Conference (CTSC) and is
the Canadian Technical Security Professional Association (CTSPA)
Chairman - Board of Directors.
Paul maintains active membership and
professional standing with the America Society of Industrial Security
(ASIS), Canadian Society of Industrial Security (CSIS), Canadian
Association of Defense and Security Industries (CADSI), International
Association of Bomb Technicians and Investigators (IABTI).
Paul has taken a leading and active role in the developed the
Genesis ECM TM Software and the Kestrel TSCM
TM Professional Software - Signal Intelligence Support System (SISS),
which is described by many professional operators as the most
sophisticated TSCM specific signal collection and analysis software on
the commercial market.
Paul is the only Technical Security Specialist
(TSS) in Canada granted an end-user ITAR license for the restricted REI
OSCOR Blue (24 GHz) TSCM Spectrum Analyzer for commercial use.
The REI OSCOR Blue is listed under the United
States Munitions List (USML) and requires an export license under the
International Traffic in Arms Regulations (ITAR) per the U.S. Department
of State’s Directorate of Defense Trade Controls (DDTC).
